3(1)A person in need or likely to become a person in need unless assistance is provided may apply for assistance by submitting an application in accordance with this Act and the regulations.
3(2)The Minister
(a)
shall give assistance to a person in need in accordance with this Act and the regulations, and
(b)
may give assistance to a person likely to become a person in need unless assistance is provided, in accordance with this Act and the regulations.
